Yes, you can.
On the iPhone app, go to Data Backup/Restore, then tap Export Data, followed by File Export, to export a CSV file.
Send the file to the new device. Then download this app on the new device, go to Data backup / Restore on the settings screen, run Restore backup data, and select the backup file.
This transfers your backup data.
